The spread of the threat landscape and the complexity of the tools for their implementation
encourage governments of leading countries to improve the architecture of national
cybersecurity systems, change the strategy and tactics of combating cyber threats. Changes
are being made to the model of countering cyber threats, which is related to the
understanding of the insufficient ability to build completely invulnerable security systems.
As practice shows, any information and communication systems can be affected by a cyber
attack, regardless of their level of protection. Therefore, it is important to quickly identify
vulnerabilities and cyberattacks, respond and disseminate information about them to
minimize possible damage.
The rapidly changing digital world needs to form a more balanced and effective national
cybersecurity system that can flexibly adapt to changes in the security environment,
ensuring the safe functioning of the national segment of cyberspace, providing new
opportunities for digitalization of all spheres of public life.
