Talking Points by the Delegation of Indonesia
OEWG on developments in the field of information and telecommunications in the
context of international security,
Informal Virtual Meeting, 18-22 February 2021
Mr. Chair,
1. At the outset, we would like to express our appreciation to the Chair of the OEWG,
Ambassador Lauber, for his efforts and leadership in organizing this informal meeting during
the current pandemic. We also thank the Chair and his excellent team for having prepared
and circulated the zero-draft report as the basis of our negotiation.
2. We support and appreciate that the zero-draft report has been accommodating various
proposals and concerns of Indonesia.
3. We reiterate Indonesia's position regarding the importance of OEWG as a multilateral
dialogue framework that is inclusive and involves multi-stakeholders consultation. This
process does not belong to any single state, but rather, the ownership goes to all UN member
countries.
Mr. Chair,
4. We do see the merit of allowing extra time and space for deliberation and negotiations of our
draft report with a view to addressing a number of pending matters. On the other hand, we
are also cognizant of the high number of meetings at the UN Headquarters this year which
may be limiting the number of vacant schedules and venues.
5. Indonesia, in this regard, wishes to extend its flexibility over the priority of providing the best
possible avenues for the OEWG to reach a consensus outcome.
6. At this juncture, we wish to underline that, in achieving a consensus outcome, we need to
focus on various common positions and convergence issues and find balance to bridge the
divergences. We also hope that all UN Member States can continue their active, positive and
constructive engagements on the deliberation towards the successful adoption of our report.
Mr. Chair,
7. On the zero-draft report, we believe that the use of UN agreed and consensus language may
enhance our possibility to widen areas of convergence. In this context, I would like to echo
African Group and Egypt’s proposal to amend the words “vulnerable populations” in
Paragraph 24 with agreed language based on Resolution 70/1 (2015) on Transforming our
world: the 2030 Agenda for Sustainable Development, where it uses terms “persons in
vulnerable situations and the most vulnerable countries”.
8. We are also of the view that the report should contain references to the next OEWG with a
view to ensuring the continuity and sustainability of the current outcomes and future
processes.
9. In our final report, we also wish to see the inclusion of the need for the OEWG to identify gaps
in the application of international law in cyber space and efforts to overcome this issue, taking
into account the development and uniqueness of ICT environments and cyber space.
