25 (2.4) Assessment of current status of forming e-Government departments and capacity (66) In the assessment of current status of e-Government projects implementing developments and human resource availability, the following weaknesses are found. i. It is necessary to extend organizational structure of government agencies/departments to include an e-Government department formed with clear empowerment, adequate number of qualified staff. ii. There is a shortage of skilled personnel in government departments. iii. There are limitations to recruit skilled personnel relevant to information technology. iv. No clear definition of roles and responsibilities of CIOs v. Information technology and project management trainings are needed to provide the staff. vi. It is necessary to form e-Government departments with skilled/qualified staff in the ministries and to define their rights and responsibilities. vii.
