Chapter 4 – Protect Our People 43 sector, harnessing their analytical capabilities, supported by effective information and intelligence sharing arrangements. Modern slavery and immigration crime 4.126 We will ensure that we have the right capabilities in the UK and overseas, and a comprehensive action plan, to better identify, disrupt and dismantle the criminal networks involved in modern slavery and immigration crime. These networks include those involved in facilitating illegal migration to the UK, and in the wider abuse of our immigration system. Child sexual exploitation 4.127 We will strengthen our approach to tackling online child sexual exploitation and abuse. We will reduce its prevalence by protecting children to reduce vulnerability, making environments safer both online and in our communities, identifying and bringing more offenders to justice and exploring new ways of deterring potential offenders and tackling offending behaviours. We will also do more to reduce the harm caused when sexual abuse does taken place by supporting victims, helping them to recover and avoid repeat victimisation, and by reducing criminals’ reoffending. In all of this, we will continue to work with industry and secure a coordinated global response to online child sexual exploitation through the WePROTECT initiative. G. Crisis response and resilience 4.128 The UK’s resilience depends on all of us – the emergency services, local and central government, businesses, communities and individual members of the public. 4.129 The Government continues to build partnerships and draw on lessons learned. Over the last five years we have brought greater senior oversight of the UK’s security and resilience through an NSC sub-committee on Threats, Hazards, Resilience and Contingencies. We have increased our use of military expertise to support our planning. 4.130 We have strengthened cooperation between the police, security and intelligence services and Armed Forces, between the UK Government and the devolved administrations, and between the UK and international partners. We have established a global reputation for hosting major international events safely and securely, including the London 2012 Olympic and Paralympic Games. We are putting this experience to good use, providing advice and services to future hosts of major events, and creating opportunities for UK companies. 4.131 We have learned lessons from major incidents overseas. We have detailed, robust and comprehensive plans in place and the necessary capacity to deal with infectious diseases, including pandemic influenza and respiratory diseases. As a result of the Ebola outbreak in West Africa, we have further refined the measures we take to safeguard public health. We will publish a national bio-security strategy in 2016, addressing the threat of natural disease outbreaks, as well as the less likely threat of biological materials being used in a deliberate attack. 4.132 We will expand and deepen the Government’s partnership with the private and voluntary sectors, and with communities and individuals, as it is on these relationships that the resilience of the UK ultimately rests. We will concentrate in particular on improving the resilience of our CNI, our energy security and our resilience to major flooding.
