42 National Security Strategy and Strategic Defence and Security Review We will build the capacity of our partners to tackle the cyber threat at source, maximising the likelihood that cyber attacks will fail and be traced back to the point of origin. F. Serious and organised crime 4.117 Serious and organised crime affects the lives of ordinary people, businesses and government. 4.118 In 2013 we launched the Serious and Organised Crime Strategy and established the National Crime Agency (NCA). We introduced new legislation through the Serious Crime Act 2015 and the Modern Slavery Act 2015. We have strengthened our international partnerships to take joint action and to help build local law enforcement and criminal justice capacity. 4.119 Our aim remains to reduce substantially the level of serious and organised crime affecting the UK and our interests. 4.120 We will focus our resources on tackling the criminal gangs which pose the greatest threats; on reducing the most significant vulnerabilities, including those created as criminals seek to exploit technological developments; and on improving intelligence and analysis. 4.121 We will strengthen digital intelligence and investigative capabilities at national, regional and local levels, and at our borders. We will continue to develop an effective, consistent and coordinated regional law enforcement network. We will continue to take a comprehensive approach to tackling serious and organised crime and terrorism, maximising the effectiveness and efficiency of our overall effort and spend in tackling both these threats. 4.122 While national security is a reserved matter, crime and policing are devolved for Scotland and Northern Ireland. The UK Government will continue to work closely with the devolved administrations to tackle serious and organised crime. We will also ensure that the NCA and other government organisations continue to develop national capabilities. Illegal firearms 4.123 We will continue our work to choke off the supply and availability of illegal firearms to prevent their use by criminal or terrorist groups in the UK. We will ensure that we have the right intelligence, detection, and enforcement capabilities and policies, internationally, at the UK border, and within the country. We will press for stronger EU-wide action to tackle the illegal possession and trafficking of firearms, to set more stringent standards for deactivation, and to encourage greater information sharing. Illicit finance, corruption and fraud 4.124 We will introduce new measures to make the UK a more hostile place for those seeking to move, hide or use the proceeds of crime and corruption or to evade sanctions. We will enhance our cooperation with the private sector, harnessing the capabilities and expertise in the banking, legal and accountancy sectors. We will build on the work of the Joint Money Laundering Intelligence Taskforce and publish a comprehensive action plan to tackle money laundering and to address the gaps in the UK’s current response. As set out in Chapter 5, the UK will host a global anti-corruption summit in 2016. 4.125 We will enhance our ability to protect the public, businesses and the public sector from fraud and cyber crime. We will continue to improve the current national reporting mechanism, Action Fraud. We will also establish new relationships and joint capabilities with the private
