compensation for restrictions on the use of property rights, and for the use of open public space. The digital economy includes, in addition to the availability of a quality Internet connection, other important aspects and synergies monitored within the European Union. These are in particular the proportion of citizens using modern technologies and purpose of their activities, and the integration of digital technologies into business models or e-governance, expressed for example using the so-called DESI - Digital Economy and Society Index. According to this index from 2016 the Czech Republic is ranked 17th in the EU4. Connectivity is the only indicator where improvement took place, with the Czech Republic ranked 15th, although even the improved position leaves much to be desired: while 98% of all households have Internet access, only 31% of them have high-speed Internet access. For this reason, it is necessary to first create a base, i.e. “physical” electronic communications networks, which is actually also required by the Action Plan for the Development of the Digital Market5, being coordinated by the Office of the Government through the coordinator of the digital agenda of the Czech Republic6. This document addresses certain aspects of the digital agenda, from ensuring the “physical” networks through the necessary legislative measures to applications and content, such as Industry 4.0.
