Innovation and Entrepreneurship
There is a general consensus that a national ICT strategy is critical to stimulate
local innovation.
Government should facilitate technological innovation by
judicious deregulation of the ICT sector and the removal of barriers to private
sector participation, establishment of an electronically integrated government
as well as develop systems and enact legislation which allows access to data.
Furthermore, there has to be a greater focus in the use of ICTs for education
research, training and capacity building which will serve to fuel local
innovation.
