DISADVANTAGES Digital Economy and Digital Society  Significant lag in the development of the information society over the past ten years.  Significantly insufficient investments in the development of information society.  Lack of development resources (financial, human, material and technical).  Insufficient awareness of the importance and potential of ICT for social development at all levels.  Insufficient political support for the efforts to develop the digital society: general digitisation, digital economy, introduction of e-business and digitisation of the public sector (e.g. e-health).  Declarative support is not reflected in operational support.  Unstable political, organisational and development environment and subsequent delay in drafting development documents.  Strategic documents do not sufficiently recognise ICT as a promoter of general development and economic growth.  Insufficient participation of stakeholders in drawing up and implementation of measures for promoting the development of digital society.  Insufficient range of e-content and e-services in Slovenian in certain fields.  Existence of provisions that constitute a hindrance in capturing, keeping and accessing digital content. Electronic Communications Infrastructure  High costs of construction of capable broadband infrastructure in white areas. Digital Literacy and ICT Skills  Geographic, age-related and other digital divides in the provision and use of communication and information services.  Low digital literacy, lack of e-skills and deficient use of available advanced e-services and ICT solutions in certain population segments. E-government and Public Sector  Inappropriate organisation and placement of competencies for the digitisation of the public sector and for the development of the information society.  Problems with the implementation of a complementary approach and the implementation of synergistic effects at the inter-departmental and crosssectoral levels.  Decentralised computerisation of the state (and partially broader public) administration and healthcare has brought about dispersed and unconnected IT systems and high costs of development and maintenance.
