Summary

The bill:

Institutionalizes and codifies the appropriate legal and institutional tools needed to ensure efficient and effective management of cybersecurity throughout the country;
Aims to adapt the national criminal justice system by modernizing the criminalization of classic criminal law;
Reorganizes the judicial procedural instruments to align with the unique requirements of the digital environment;
Provides for the establishment of a Computer Emergency Response Team (CERT) and a Security Operating Center (SOC)
Provides for the creation of the National Agency for Cybersecurity to support the effective implementation of the new digital security guidelines and measures; and
Provides for the National Sovereignty Fund, which contributes, among other things, to the financing of national cybersecurity strategies and supports the actions of the National Agency for Cyber Security.
