Kenya’s Development Agenda CHAPTER three 3.0 KENYA’S DEVELOPMENT AGENDA The Kenya Vision 2030 is a long-term development blueprint for the country. The aim of the Vision is to make Kenya “a globally competitive and prosperous country with a high quality of life by 2030”. It aims at transforming Kenya into “a newly-industrialised, middle income country providing a high quality of life to all its citizens in a clean and secure environment”. Simultaneously, the Vision aspires to meet the MDGs for Kenyans. The Vision is anchored on economic, social and political pillars. The economic pillar aims to achieve an economic growth rate of 10 per cent annually and sustaining the same till 2030 in order to generate more resources to address the MDGs. A number of flagship projects have been identified in every sector. These are to be implemented over the vision period to facilitate the desired growth that can support the implementation of the MDGs on a sustainable basis. The key sectors identified under this pillar are shown in Table 3 below: Table 3: Economic pillar sectors Sector Objective Tourism To be one of the top ten long-haul tourist destinations in the world, offering high-end, diverse and distinctive visitor experience. Agriculture To promote an innovative, commercially-oriented and modern agriculture sector. Manufacturing To have a robust, diversified and competitive manufacturing sector. Wholesale and retail trade To move towards raising earnings by giving our large informal sector opportunities to transform itself into a part of the formal sector that is efficient, multi-tiered, innovative and diverse in product range. Business process outsourcing To become the top off-shoring destination in Africa. Financial services To create a vibrant and globally competitive financial sector promoting high levels of savings and financing for Kenya’s investment needs. To become a regional financial services sector. The social pillar seeks to create a just, cohesive and equitable social development in a clean and secure environment. Housing and urbanisation To provide an adequately and decently housed nation in a sustainable environment. Gender, youth and vulnerable groups Gender equity in power and resource distribution, improved livelihoods for all vulnerable groups, and responsible globally competitive and prosperous youth. 13
