com m u nications technologies (ICTs) have im plications…..’. The w ord ‘have
implications’ in the first sentence can be replaced w ith ‘impacts’ three pillars of UN ’….
We are also not clear abou t the u sage of expressions ‘global connectivity’ and
‘com m on good of hu m ankind ’; and hence requ est for d eletion.

In paragraph-3, the expression ‘digital’; w e are of the u nd erstand ing that the
d raft m eant it ‘ICT environment’ or ‘ICT domain’. In Paragrap h-4, the expression
‘human-centric approach’ need s to be replaced w ith ‘peace and stability’ as these term s
are com m only u nd erstood and u sed in the other UN d ocu m ents.

In p aragraph-5, a line read s as ‘the d issem ination and u se of ICTs affect the
interests of the entire global com m u nity’. H ow exactly the ‘use and d issem ination’
affect the global com m u nity. This para d oes not fit w ell, hence m ay be d eleted .
Sim ilarly, in the ninth p aragrap h, the phrase ‘inter-governm ental organizations’ and
‘technical com m u nity’ w ere u sed , w hich d onot convey any specific m eaning for u s.

The paragraph 15 again refers to ‘digital d om ain’ and w e u nd erstand that it
refers to ICT/ Cyberspace and m ay need to be changed accord ingly for u niform ity in
the d ocu m ent. At the sam e tim e, the paragraph is actu ally generic in expression and
m oving it to the introd u ction chap ter of the d ocu m ent w ou ld m ake the d raft m ore
stru ctu red and coherent.

In the paragraph 16, u nd er ‘Discu ssions’, it is im p ortant to incorporate the
w ord ‘malicious use’ of the ICT cap abilities for m ilitary p u rpose.

We w ou ld like to propose an extension to the paragraph 24 that read s as ‘Du e
to on-going covid pand em ic, new vu lnerable sections like Child ren w ho are the
p otential entities of Cyber threats have em erged d u e to increased online
d ep end ence, inclu d ing for ed u cation. States agreed that lack of integrity of su pply
chains and u se of harm fu l hid d en fu nctions can affect entire ICT system s and
potentially threaten the secu rity of a State.’
