54. Transmission provider shall mean an undertaking, except for broadcasters and/or re-broadcasters possessing a licence issued by the Radio and Television Commission of Lithuania granting the right to establish and operate their own electronic communications networks, which transmits to the public radio and/or television programme signals by an electronic communications network and which has the right to use radio frequencies (channels) necessary for such transmission and intended for the broadcasting (rebroadcasting) of radio and/or television programmes. 55. Call shall mean a connection established by means of a public telephone service allowing two-way communication. 56. Special rights shall mean the rights granted by the State to a limited number of undertakings whereby, within a given geographical area: 1) two or more undertakings are authorised to provide services or undertake an activity, or the number of such undertakings is limited to two or more, otherwise than according to objective, proportional and non-discriminatory criteria; 2) undertakings are granted, otherwise than according to objective, proportional and non-discriminatory criteria, legal or administrative privileges which substantially may affect the ability of any other undertaking to provide the same services or to undertake the same electronic communications activity and/or other activities in the same geographical area on substantially equivalent conditions. 57. Traffic data shall mean any data processed for the purpose of the conveyance of a communication via an electronic communications network and/or for the billing thereof. 58. Reference offer shall mean the conditions made public by an operator bound by the procedure and conditions set out in this Law, whereby he makes a commitment to provide access, including network interconnection, to any undertaking requesting it. 59. Associated services shall mean services associated with electronic communications network and/or electronic communications service which enable the provision of electronic communications services via this network and/or service and/or facilitate the provision thereof or have the potential to do so, if used, and which include, inter alia, telephone number translation or systems of equivalent functionality, conditional access systems and electronic program guides, as well as other services, including the identification, location and presence services. 60. Associated facilities shall mean associated services, electronic communications infrastructure, other facilities associated with electronic communications network and/or an electronic communications service or associated elements, which enable provision of 9
