based on the UN Charter, international law and
multilateralism.

development of mankind, accelerates productivity and
improves the quality of life of citizens, making the safe use of
these technologies a critical issue for international and state

cybersecurity is a matter of concern, which could bring about
harmful effects for the peaceful and developmental use of
