Publications of the Prime Minister’s Office 2024:13 Cyber domain The cyber domain comprises one or more information systems intended for processing digital data or information, their physical and logical structure, and the actors of an operating environment with their natural and digital identities. The cyber domain stresses the use of cyberspace from the perspective of goal-oriented activities. Cyber ecosystem, cybersecurity ecosystem A network of interdependencies established and maintained between businesses, research, public administration and the third sector, described in the 2021 Cyber Security Development Programme. The objective of the network is to generate innovations, vitality, growth, jobs and competence, and to improve the sustainability and resilience of the digital society against harmful phenomena in the cyber domain. Cyber environment, cyberspace The cyber environment refers to a global space created and managed by people, which is based on information technology and use of the electromagnetic spectrum to create, modify, change and use information through both interconnected and separate networks that apply information technology. Cyber hygiene A security-oriented mindset, or a sophisticated security culture in an organisation, combined with the regular daily routines, practices and processes that help to enable a community and an individual to develop and maintain cybersecurity when using information systems, computers or other devices. Cyber resilience The ability of a state, organisation, community or individuals to maintain their functional capacity in the evolving conditions of the cyber domain, and the preparedness to face incidents and threats, to recover from them, and to respond to them as necessary. 49
