Other Recommendations ESCWA recommends the following additional steps in addition to those mentioned above: 1. To encourage non-governmental organizations (NGOs) working in the field of cyber legislation to form working groups, that can collectively lobby governments and legislative bodies to develop special laws related to cyber legislation. 2. To launch financial feasibility studies that identify the required financial resources for regulatory authorities and other bodies concerned with prosecution, penalization and control, as well as identifying the most suitable forms for funding such operations all with the aim of implementing effective laws. 3. To make available the means and financial and human resources needed for ongoing fieldwork for regulatory authorities. This would allow them to conduct registration, profiling and surveying of various cyberspace operations at the national level. 24
