ORDER OF THE GOVERNMENT OF THE REPUBLIC OF TAJIKISTAN
of July 3, 2014 No. 428
About the State program of development and implementation of information and communication technologies in the
Republic of Tajikistan for 2014-2017
According to article 7 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and
programs of social and economic development of the Republic of Tajikistan" the Government of the Republic of Tajikistan
decides:
1. Approve the State program of development and implementation of information and communication technologies in
the Republic of Tajikistan for 2014-2017 it (is applied).
2. To the center of information and communication technologies of Executive office of the President of the Republic of
Tajikistan, the Ministry of Finance of the Republic of Tajikistan, the Tax Committee under the Government of the Republic
of Tajikistan, the Communication service, under the Government of the Republic of Tajikistan, Customs Service under the
Government of the Republic of Tajikistan, to Head department on protection of the state secrets under the Government of
the Republic of Tajikistan:
- together with other ministries and departments, local executive bodies of the government, the relevant
organizations and the companies to provide execution of the actions provided by the Program;
- each six months inform the Government of the Republic of Tajikistan on the performed works, the available
difficulties and ways of their decision.
3. Financing of actions of the Program in 2014-2015 to perform at the expense of own means of the ministries and
departments of the Republic of Tajikistan.
To the Ministry of economic development and trade of the Republic That tszhikistan, to the Ministry of Finance of the
Republic of Tajikistan, the Tax Committee under the Government of the Republic of Tajikistan and the Communication
service under the Government of the Republic of Tajikistan:
- in case of development of budgets of the central executive bodies of the government within the government budget
for 2016-2017 the individual clause of expenses to provide the means necessary for financing of actions of the Program;
- for financing of the Program to involve the help of the international financial institutions.
4. Recommend to National Bank of Tajikistan, to Government savings bank of the Republic of Tajikistan Amonatbank
and other credit institutions to take part in program implementation.
5. Declare invalid the Order of the Government of the Republic of Tajikistan of December 3, 2004 No. 468 "About
approval of the State program of development and implementation of information and communication technologies in the
Republic of Tajikistan".
6. To impose control of this resolution on the Center of information and communication technologies of Executive
office of the President of the Republic of Tajikistan.

1. Introduction
1. In the modern promptly developing world functioning and development of the state is impossible without
application of modern means and technologies of management, communication and communication. As show numerous
researches, growth in volumes of information circulating in the field of management shall be based on single information
base and requires timely conversion. In these conditions management without application of modern means and methods
of processing, transfer and information representation cannot be effective.
