This System is a response to the need to address the different security threats and challenges in a coordinated, timely, and comprehensive manner. Under its guidelines, strategic, second-level documents relating to key areas such as cybersecurity, maritime security, and energy security have been approved over the past few years. Based on a broad conception of security, and a diagnosis of the international scenario, the 2013 Strategy contributed to the practical articulation of national security as a Presidency of the Government National Security Strategy 2017 15
