National Information and Communications Technology Policy The policy formulation process was participatory, benefiting from contributions from a wide spectrum of stakeholders, including government ministries, departments and agencies, the private sector, ICT operators, research organizations, academia, development partners, non-governmental organizations, public institutions and the general public. Let me use this opportunity to extend my sincere appreciation to all stakeholders who participated in the preparation of this policy. May I also take this opportunity to reiterate the government’s commitment towards continued improvement of the enabling environment for the ICT industry. The success of this policy framework relies to a great extent on the cooperation of all stakeholders.
