The bottom line is that security or cyber security is not only about tools or technology nor a business problem, it is about establishing a broad, fundamental awareness and sense of responsibility and ownership among the society at large. Building this cyber security fundamental knowledge creates a society that is security-literate and security-aware regardless of circumstances. Overall, this National Cyber Security Strategy (NCSS) is a plan of action designed to improve ‘Security and Resilience’ of Vanuatu’s National Critical Infrastructure and services. It is a mixture of a high-level top-down and bottom-up approach to cyber security that establishes a range of national objectives and priorities that is achievable for Vanuatu within the next ten years - 2030.
