To achieve this, the role of government should be of great importance, as well as the role of private sector which owns a large part of the
critical information infrastructure.
Therefore, the cooperation between
the public and private sectors is crucial.
The EU’s vision, outlined in the Cyber Security Strategy, is defined
through five strategic priorities:
• Raising cyber resistance;
• Drastic reduction of cybercrime;
• Developing policy on cyber
defense and capacity in compliance with Common Security and Defence Policy CSPD;
• Development of the industrial and technological resources for cyber security;
• Establishment of a coherent
international policy of the
European Union cyberspace
and promotion of the fundamental values of the EU.
In order to accomplish this, it is necessary to have a) a completed legislation and specified criminal norms,
b) the established and functional
national teams for prevention and
response to cyber incidents with the
adequate technical, financial and human resources, c) the qualified private sector to invest the necessary
financial resources, d) complementarity of the EU and NATO standards
and procedures.
Considering the crossborder nature
of cyber attacks, the aspect of the international cooperation in the field
of cyber security is also emphasized.
The establishment of coordinated
mechanisms of prevention, detection, mitigation and response, enables
the exchange of information and
mutual assistance between the national authorities.
In addition to the abovementioned
activities, the emphasis is also placed on raising level of awareness
among the end-users and the whole
society, as well as the protection of
children on the Internet.
