ii. Complementarity. The strategic areas relates to opportunities to complement other ASEAN sectoral work plans. This could include issues that span multiple sector working groups, which may not be adequately addressed by any existing group (e.g., infrastructure financing). iii. Relevance. The strategic areas must be within the scope of the connectivity agenda, including being regional in nature. iv. Timeliness. The strategic areas must have the potential to achieve demonstrable impact over the 2016-2025 period. 3. Based on these criteria and consultations with government officials of ASEAN Member States, Dialogue Partners, academics, multilateral institutions, business associations, private sector representatives and other relevant stakeholders, the following five strategic areas have been prioritised for MPAC 2025: sustainable infrastructure, digital innovation, seamless logistics, regulatory excellence, and people mobility. 4. The five strategic areas cover and support different ASEAN Connectivity dimensions and ASEAN Community pillars (Exhibit 7). In particular, there is strong coverage of the physical and institutional dimensions; as well as significant alignment with the ASEAN Community priorities.
