NATIONAL CYBERSECURITY STRATEGY 2019 National Cybersecurity Strategy 2019 has been approved by the National Security Council. The following bodies participated in the process:The Ministry of Foreign Affairs, European Union and Cooperation; the Ministry of Justice; the Ministry of Defence; the Ministry of the Treasury; the Ministry of Home Affairs; the Ministry of Public Works; the Ministry of Education and Vocational Training; the Ministry of Industry, Trade and Tourism; the Ministry of the Presidency, Parliamentary Relations and Equality; the Ministry of Territorial Policy and Public Function; the Ministry of the Economy and Business; the Ministry of Health, Consumption and Social Well-being; the Ministry of Science, Innovation and Universities; the National Intelligence Centre; the National Security Department and a Committee of Experts from professional associations, companies and the academia.

Works with forecasts from the 2017 National Security Strategy in the cybersecurity field, considering general goals, the field’s specific goal and lines of action laid down to achieve them
Scope and structure: includes five Chapters:
- Cyberspace, beyond a common global space: Provides overall understanding of the cybersecurity field and main features of its development, progress made since approving previous National Cybersecurity Strategy in 2013, reasons behind drawing up the 2019 Strategy
- Threats and challenges in cyberspace: determines the main threats to cyberspace, calssifies these threats and challenges into 2 categories:
  - Threats to cyberspace assets
  - Threats that use cyberspace to carry out malicious and illicit activities
- Proposal, principles and goals for cybersecurity: Applies the governing principles of the 2017 National Security Strategy (Action Unit, Anticipation, Efficiency and Resilience) to five goals specific for cyberspace
- Lines of action and measures: Sets 7 lines of action and identifies measures to develop each one
- Cybersecurity in the National Security System: Defines cybersecurity’s architecture and makes final conclusions and outlines mechanisms to outline and assess the Strategy. The key arhictecture elements include:
  - National Security Council
  - National Cybersecurity Council
  - Specialised Situation Committee
  - Standing Committee on Cybersecurity
  - Public authorities and the national CSIRT
  - National Cybersecurity Forum
