Table 3 highlights the most likely threat agent for each of the top cyber threats. It indicates a
widespread involvement of cyber criminals, followed by hactivists and nation-states4 in such forms of
activities. Identity thefts or frauds, information leakages and phishing are the predominant threats
originating from any of the threat agents identified.
