India’s nuclear policy clearly states that she will not use or use the threat of use of nuclear weapons against those states which do not possess nuclear weapons or are not aligned with nuclear weapon powers. India reserves the right to retaliate with nuclear weapons in case of a strike against her by adversaries with nuclear, chemical or biological weapons. 2.13 Biological and Chemical Warfare. International conventions, to which India is a signatory, along with a large number of other countries, have banned the use of biological and chemical weapons. However, their use by adversaries and non-state actors cannot be ruled out. Chemical weapons are relatively easy to produce without any elaborate infrastructure. As a consequence, our forces must be prepared for operations in a biological and chemical weapons environment.
