Country Readiness Assessment Report – Kyrgyzstan 1.1.2 Main objectives, tasks and priorities of the National Strategy 1.1.2.1 Objectives The objective of the National Strategy is to promote the establishment of an informational society in the Kyrgyz Republic and to implement CDF and the National Poverty Reduction Strategy. To achieve this, it is necessary to develop an effective, transparent and accountable public administration through ICT application; to create an interconnected information space; and to facilitate conditions for the development of all regions of Kyrgyzstan, providing equal access to information for all citizens; to eradicate ‘digital inequality’ both with other countries and internally; and to reduce poverty. 1.1.2.2 Main tasks The main tasks in this area are: • integration with the world information community; • eradication of digital (informational) inequality; • human capacity building and maintenance of cultural heritage; • development of democracy; • building a competitive economy; • development of the legal basis for an information society; • promotion, in line with CDF, of a fair society that provides for stable human development and social security, and access to good quality education and health services for all citizens; • formation and development of human capacity for the integration of the Kyrgyz Republic into the global informational economy; • improvement of public administration mechanisms for developing the ICT market; • increasing investment and developing and implementing new ICTs; and • informatisation of management and monitoring in the public health system. 1.1.2.3 Main priorities The main priorities of the National Strategy are: • public administration and local self-government (e-governance) – developing effective, transparent and accountable public administration through utilisation of ICT; • education – developing human capacity building and training of staff in ICT; and • the electronic economy (information business, electronic commerce, regional business center in Central Asia). 7
