4(l) of 160(I) of 2013. “postal item” means an item addressed in the final form in which it is to be carried by a postal service provider. In addition to items of correspondence, such items also include books, catalogues, newspapers, periodicals and postal parcels containing merchandise with or without commercial value; 4(m) of 160(I) of 2013. “postal services” means the services that comprise the clearance, sorting, transport and delivery of postal items; “postal services operator” means a person providing one or more postal services; “President” means the President of the Republic of Cyprus; “provider” means a person providing or authorised to provide an electronic communications network and/or services or postal services or associated facilities to the public; “provision of an electronic communications network” means the establishment, operation, control or making available of such a network; 3(a) of 51(I) of 2012. “public communications network” means an electronic communications, network used wholly or mainly for the provision of electronic communications services available to the public, which support the transfer of information between network termination points; “public pay telephone” means a telephone available to the general public for the use of which the means of payment may include coins and/or credit/debit cards and/or pre-payment cards, including cards for use with dialling codes; 42
