These KPls have been provided not just for 2025 but at four year intervals over the next decade. This
will allow future governments to monitor and assess whether the reforms being undertaken are
generating the desired outcomes. Equally, if implementation is behind schedule and/or the desire
outcomes are not being realized, the Government will have the opportunity to course-correct the
executive programs for subsequent years and annual budgets to re-scope priority initiatives and
related government acti
Like any roadmap or plan for the future, the targets that we set at the beginning of our journey must
represent a level of confidence and ambition for the future and a commitment to address the
challenges and barriers that have held back progress in the past. In addition to identifying the specific
actions required, this Plan provides a high-level sequence for the proposed actions in each reform
area. Ultimately, the government is responsible for setting budgets and priorities in any given year and
must retain the flexibility and discretion to modify priorities based on economic, social and financial
conditions at the time. While the logical sequence of activities and milestones are clear, the intention
of the timelines outlined in this document is to be indicative rather than prescriptive, in order to
provide flexibility to decision makers.
‘There is a widespread belief in Jordan that implementation is the task of government alone and that
the failures of the past have been due to failures in government, There is no doubt that there are
inadequacies and poor accountability and that the government bears the lion's share of the
responsibility for the Kingdom's past under-performance in implementation. However, successful
reform requires the commitment of all stakeholders- the private sector, the civil society and individual
citizens- to do their part, by, for example, paying their taxes and abiding by the rule of law and the
principle of equal opportunity.
The evaluation of past experience includes lessons and recommendations that will help move forward
to the future. The common understanding of the nature of the challenges, the destination that we need
to reach and the degree of urgency would dictate the policies to be followed within a clear timeframe
to build the Jordan we want by 2025.
