communications to all the Outer Islands and to bring fast secure international communications through submarine cables to Tarawa and Kiritimati. This 2019 National ICT Policy builds on what has already been accomplished and establishes twelve guiding principles and a list of 27 specific goals and objectives against which progress will be measured. Those objectives include bringing high quality voice and Internet communications and radio and television services, to every village, school and health clinic throughout Kiribati. These policies recognise the rights of every citizen of Kiribati to have access to a full range of modern ICT, government, financial and broadcasting services, wherever they may live and whatever their circumstances, or disability. We know that some these aspirations will present big challenges, but in the end, everyone should have the opportunity to fully participate as citizens of the world in the 21st century.
