Prime Minister’s Foreword
Communications, information technology
and Internet culture have become the
most vital characteristics of this era.
These technologies have contributed in
changing the concepts of space and time,
making it possible to connect with the
world and track international events within
moments, promote cooperation and limit
the barriers to business and innovation
locally and internationally, thereby driving
economic growth. These technologies
now encompass all aspects of social life,
and contribute inimproving and enriching
our lives by providing opportunities for
innovation, a variety of products and
services, and diversity of communication
channels.
At the time our dependence on the Internet
and modern means of communication is
increasing, these benefits accompanied by
so many cyber risks. Such risks entail the
practice of committing crimes and causing
damages to individuals and institutions.
Prominent examples of cybercrimes center
around intrusions; hacking; information
theft, privacy violations and illegal activity.
In fact, the cybercrimes turn out to not only
pose a threat to individuals and institutions,
but beyond that to threaten the security of the
country and safety of its facilities and economy.
And this is what calls for building new security
capabilities, devoting more efforts to enhancing
the security of the State of Kuwait and its
citizens, and confronting the real challenges
and threats raised by cyber security breaches.
The National Cyber Security Strategy
acknowledges the imminent challenges and
threats facing the country. It is therefore
important to identify principles and actions to
be taken, adopt all essential technologies, build
capabilities, and improve the ability to deal with
cyber security issues. We aim to promote the
security of our national critical infrastructure and
information, reducing cyber risks that threaten
the country’s economy and national security,
along with ensuring a reliable, trusted and
secure cyber environment for the government,
the private sector, and individuals.
His Highness the Prime Minister
Sheikh. Jaber Mubarak Al-Hamad Al-Sabah
