(4) There shall be no requirement that the Chief 6 Executive is a citizen of the Federated States of 7 Micronesia, but preference may be given in the 8 evaluation of candidates for the position to citizens of 9 the Federated States of Micronesia where such persons 10 are otherwise qualified under subsection (2). 11 (5) The President shall not appoint a person as an 12 additional member under subsection (1) unless in the 13 opinion of the President the person: 14 (a) Has demonstrated experience in the fields of 15 economics, law, finance, business, engineering or public 16 administration in relation to the communications sector; 17 and 18 19 20 21 22 23 (b) Is not disqualified for appointment under subsection (6). (6) A person shall be disqualified from becoming or remaining a member of the Authority if that person: (a) Is found or declared to suffer from mental or physical incapacity; 24 (b) Is or has been convicted of a criminal 25 offense involving dishonesty or corruption, or where the 18 of 119
