Consolidate all wide area networks (WANs) into one multi-tiered government network (GOVNET) where services can be delivered more efficiently. b. Connect via a robust backbone – fibre wherever possible/feasible. Internet VPNs using ADSL and wireless can be considered as an alternative to fibre where BTL does not have coverage or where it may be too costly to implement fibre c. Repurpose Fibre Links – convert Smart-stream fibre links into multi-use links, giving consideration in the network design to the security concerns of the MoF. This can be accomplished through implementation of enforceable security policies, interdepartmental firewalls and VLANs etc. d. Increase capacity of internet service, using an alternate provider if feasible for redundancy, on a consolidated network. Systems Consolidation - Data Centres a. Consolidate information systems into a robust data center serving the needs of all Ministries/agencies - core applications, email, web hosting, communications (voice and data), intranet services should be hosted at this facility b. Design – data center should be designed with adequate power, incorporating renewable energy sources, robust fiber and wireless connectivity, cooling systems, structured cabling, security and access controls. The ICT Centre, located in Belmopan, as identified in the aforementioned CTU report, is an option that should be considered c.
