Summary

The third Cybersecurity Strategy of Japan sets out goals and implementation policies for the next three years;
Based on the Basic Act on Cybersecurity;

Concept of the Strategy:

Cyberspace to be ensured;
Basic Principles;
- Assurance of the free flow of information;
- The rule of law;
- Openness;
- Autonomy;
- Collaboration among multi-stakeholders;

Issues Surrounding Cyberspace

The risk factors to be considered:

Risks from the perspective of environmental changes;
Risks from the perspective of international affairs;
Recent trends of threats in cyberspace.

Policy Approaches Toward Achieving the Objectives – Cybersecurity for All

Japan will push forward with measures to ensure “a free, fair and secure cyberspace” in an increasingly uncertain environment, in keeping with the following three directions:

Advancing digital transformation (DX) and cybersecurity simultaneously;
Ensuring the overall safety and security of cyberspace as it becomes increasingly public, interconnected and interrelated;
Enhancing initiatives from the perspective of Japan’s national security.

Targets and guidelines of the policies to be implemented in the coming three years

Enhancing socio-economic vitality and sustainable development;
- Raising executive awareness;
- Promotion of “DX with Cybersecurity” among local regions and SMEs;
- Building a foundation for ensuring trustworthiness of supply chains that support new value creation;
- Advancing digital/security literacy with no one left behind
Realizing a digital society where the people can live with a sense of safety and security
- Providing a cybersecurity environment which protects the people and society
- Ensuring cybersecurity integral with digital transformation (led by the Digital Agency)
- Promotion of efforts by stakeholders which underpin the socio-economic infrastructure
- Promotion of efforts by stakeholders which underpin the socio-economic infrastructure
- Seamless information sharing and collaboration by multiple stakeholders and application of knowledge gained through efforts toward the Tokyo Games, etc.
- Enhancement of readiness to respond to massive cyberattacks, etc. Contributing to the Peace and Stability of the International Community and Japan’s National Security
Ensuring “a free, fair and secure cyberspace”
- Strengthening Japan’s capabilities for defense, deterrence, and situational awareness
- International cooperation and collaboration
- Cross-Cutting Approaches to Cybersecurity
  - Advancement of R&D
  - Recruitment, development, and active use of human resources
  - Collaboration based on full participation and awareness raising
