 Strengthen the security of the most sensitive information systems of critical infrastructures, in both public and private operators, through adequate and regularly updated legislative measures. This process will gradually be extended to public and private operators involved in handling or managing sensitive information systems;  Ensure that the LEA have the strongest defenses to keep their networks and platforms secure and resilient. These stakeholders must be able to continue to operate and maintain their freedom of action despite Cyber Threats, and to provide assistance in the event of a large-scale Cyber Attack at the national level.  Prepare the legal and operational phases for the institutionalization by creating a central authority at the highest level of defense: the NCISA.
