Compendium of statements in explanation of position on the
final report
Note by the Chair

The Open-ended Working Group on Developments in the Field of Information
and Telecommunications in the Context of International Security met against the
background of a serious and unprecedented health crisis that made it necessary to take
important measures to safeguard the health and safety of delegates and the staff of the
Secretariat, while fulfilling the responsibilities attributed to the Working Group.

The physical distancing guidelines and constraints related to the coronavirus
disease (COVID-19) pandemic had an impact on the logistical resources available for
the work of the Working Group, with a decrease in the number of in -person meetings
and meeting hours, and thus alterations to its programme of work.
3.
As a result of these circumstances, and in order to make it possible for all
delegations to express their views on the final report of the Working Group
(A/75/816), the Chair proposed to Member States that, without setting any precedent,
written submissions in explanation of position on the final report* would be included
in the present compendium, to be issued as an official document of the Working
Group.

submission only and without formal editing, and are reproduced as shared with the Secretariat
by the delegation concerned.
