Comments by Turkey on the pre-draft of the report of the Open-ended Working Group on Developments in the Field of Information and Telecommunications in the Context of International Security 15 April 2020 Turkey highly appreciates the efforts of Ambassador Jürg Lauber of Switzerland in his capacity as the Chair of the Open-ended Working Group (OEWG) on Developments in the Field of Information and Telecommunications in the Context of International Security and expresses its satisfaction with the pre-draft of the report. The pre-draft provides a good basis for further discussions in this field. Please find below some practical elements which Turkey proposes to be considered while finalizing the draft report in the lead-up to the final substantive session of the OEWG in July. These elements are proposed to be included in the “Confidence-building Measures” and “Capacity-building” sections of the draft report. E. Confidence-building Measures -Establishing communication channels among member states for emergency situations with a view to countering cyber threats and sharing information and resources through those channels. -Reviewing and strengthening of existing international instruments in order to enhance international cooperation within the framework of new technologies and emerging threats. -Enhancing international cooperation through intelligence sharing in order to counter cyber threats. F. Capacity-building -Organizing exchange programs for cyber experts and establishing common training platforms within the framework of capacity-building efforts. -Conducting international exercises in order to enhance national cyber incident preparedness levels and response capacities, with a view to protect cyber space from threats, particularly the critical infrastructure. -Researching national regulatory approaches to ensure the security of new technologies such as cloud computing, the Internet of Things, 5G and Artificial Intelligence and preparing code of conducts to guide the national frameworks in this field.
