The Netherlands National Handbook on Decision-Making in Crisis Situations Introduction This brochure consists of two parts. The first part consists of the full text of the Ministerial Crisis Management Committee (Establishment) Order 2016, which came into effect on 13 September 2016. The Order concerns the organisation and operation of the Ministerial Crisis Management Committee (MCMC) and the advisory and support role the civil service plays in this regard. The MCMC decides on all measures and provisions necessary with a view to taking a coherent approach to situations in which national security is (or may be) at risk or which have (or may have) serious consequences for society. The second part presents the full text of the National Handbook on Decision-Making in Crisis Situations (“Nationaal Handboek Crisisbesluitvorming”, NHC), as adopted by the Cabinet. The National Handbook work out the principles laid down in the Order, outlining the powers, responsibilities and core tasks of the main actors in the national crisis structure. 3
