No. 39475   79 STAATSKOERANT, 4 DESEMBER 2015 NATIONAL CYBERSECURITY POLICY FRAMEWORK FOR SOUTH AFRICA as the work of the various agencies of the United Nations. 6 In 2011, the International Telecommunications Union (ITU) and the UN Office on Drugs and Crime (UNODC) signed a memorandum of understanding (MOU) to help secure cyberspace for consumers, businesses, and children and to mitigate the risks posed by cybercrime. The MOU will enable the parties to avail the necessary expertise and resources to establish legal measures and legislative frameworks at national level, for the benefit of all interested countries. This initiative is a major milestone in implementing a co-ordinated global approach to an fncreasingly .r serious global problem 3. Purpose of the NCPF 3. 1 The purpose of the NCPF is to create a secure, dependable, reliable and trustworthy cyber environment that facilitates the protection of critical information infrastructure whilst strengthening shared human values and understanding of Cybersecurity in support of national security imperatives and the economy. This will enable the development of an information society which takes into account the fundamental rights of every South African citizen to privacy, security, dignity, access to information, the right to communication and freedom of expression. 3.2 The NCPF seeks to ensure that Government, business and civil society are able to enjoy the full benefits of a safe and secure cyberspace.
