In view of this, the Presidency prepared draft Council Conclusions as set out in doc.7923/17
which were presented and examined at two consecutive meetings of the HWPCI meeting,
respectively of 19 April and 12 May 2017 where the text was further streamlined and
improved according to the comments provided by Member States.

On 6 June 2017 the final text of the draft Council Conclusions was submitted to PSC in line
with the tasking of March and it was agreed with several additions 2 with a view to their
adoption by the Council.

Against this background, COREPER is requested to invite the Council to approve the draft
Council conclusions on a Framework for a Joint EU Diplomatic Response to Malicious Cyber
Activities, as set out in the Annex.
