any case not less than once a year, the Authority shall publish the
assignment of such rights in so far as these relate to the provision
of electronic communications services.
39. (1) The Authority shall draw up, adopt and publish a
frequency plan, which frequency plan shall from time to time be
revised and published by the Authority as it may be deemed
necessary:
Provided that before adopting or revising the frequency
plan, as the case may be, the Authority shall in all instances first
consult with the Minister:
Provided further that the requirement to consult with the
Minister shall not apply where such revisions are limited to
compliance with any international obligations of Malta.

46. The Authority, in consultation with the Minister, may, for
the purpose of ensuring the most efficient and effective use of radio
spectrum in accordance with the provisions of this Act, impose such
requirements or take such measures as it may consider appropriate
including but not limited to the redistribution or sharing of
frequencies.
