conducting outreach; disseminating lessons learned; reporting on progress; and monitoring and evaluating the program. 2.2. Recipient-executed activities, for which one or more Recipients (as defined in Annex 2) have implementation responsibility: (a) Providing grants to selected low- and middle-income countries to carry out assessments on their institutional capacity to respond to cybersecurity threats, with a view to identifying capacity gaps in areas such as cybersecurity policies and strategies; legal and regulatory frameworks; education and skills; and technologies and systems. (b) Providing grants to selected low- and middle-income countries to: strengthen their capacity to respond to cyber threats; identify and implement infrastructure investments to improve the country’s cybersecurity environment; improve awareness on cyber risks through public cyber awareness raising campaigns; promote stakeholder collaboration on knowledge sharing and solutions on cybersecurity through the organization of conferences, learning events and workshops. 3. Eliib1e Expenditures 3.1. For Bank-executed activities, the Trust Fund funds may be used to finance: (a) staff costs (excluding short-term consultants and temporaries) (b) short-term consultants and temporaries (c) contractual services (d) equipment and office premises lease cost (e) equipment purchased (f) media, workshops, conferences and meetings (g) travel expenses 3.2. For purposes of this paragraph 3, (i) “staff costs (excluding short term consultants and temporaries)” includes salaries, benefits and the Indirect Rate charged to the Trust Fund as applicable under Bank policies and procedures; and (ii) “short term consultants and temporaries” includes fees and the Indirect Rate charged to the Trust Fund as applicable under Bank policies and procedures. 3.3. The “Indirect Rate” means the indirect rate, defined as a percentage of personnel costs and available at the ‘Development Partner Center’ website, as such rate may be revised from time to time by the Bank and applied to this Trust Fund, in accordance with its policies and procedures. 3.4. For Recipient-executed activities, the Trust Fund funds may be used to finance eligible expenditures in accordance with the Bank’s applicable policies and procedures. 5
