Despite awareness campaigns by the Estonian Police and Border
Guard Board, the Information System Authority and other organisations,
the final figures for last year sadly confirm that it was a successful
year for fraudsters.
I
n 2024, CERT-EE recorded 624 significant
fraud incidents, compared to 546 incidents
recorded in 2023. During the first 11 months
of the year, Estonian citizens lost €7 million
to fraud, according to data from the Police and

Border Guard Board. Since many cases go unreported, the actual losses are likely much higher.
But why do so many fraud attempts succeed?
