A few submissions to the WGEC indicated the lack of international mechanisms to address
online aspect of privacy protection.
The mechanisms analysed appear to indicate the existence of policy gaps in insufficient
intersectoral approach to privacy and data protection on both regional and global levels.
4.3 Rights of people with disabilities and the Internet
The Internet provides new possibilities for the social inclusion of people with disabilities, but
at the same time offers challenges for accessibility. The lack of accessibility arises from the
gap between the abilities required to use hardware, software, and content, and the functional
capacities of a person with a disability. An appropriate policy solution can help in
maximising use of the Internet by people with disabilities. Policy actions are moving in two
directions:
Including accessibility standards in the requirements for the design and development of
equipment, software, and content.
Fostering the availability of hardware and software accessories that increase or substitute
the functional capabilities of the person.
Many web applications do not comply with accessibility standards due to a lack of
awareness, or the perception that compliance involves complexity and high costs (which is
far from today’s reality).
