(Section 15)
Systems and services for which licences are not required
No licence shall be required —
(1) to operate a telecommunication system, other than a radiocommunication
system –
(a) which is not connected to another telecommunication system and where
all the equipment comprised in it is situated either –
(i) in premises of single ownership or tenancy and within a contiguous
boundary, for the sole use of the owner or tenant; or
(ii) in a vehicle, vessel, aircraft or hover craft or in two or more vehicles,
vessels, aircraft or hovercraft, mechanically coupled together; or
(b) where a single individual runs such a system and –
(i) all the equipment comprised in it is under that individual’s control;
and
(ii) everything conveyed by it is conveyed solely for the individual’s own
domestic purposes; or
(2) for the connection of approved customer premise equipment to the switched
network of a public operator; or
(3) for a person who carries on a business to run a telecommunication system for
the purposes of that business but not for providing telecommunication service
to any other person, where that telecommunication system is not connected to
another telecommunication system; or
(4) for the use, subject to compliance with such technical requirements as may be
specified by the Authority, of telecommunication systems or telecommunication
equipment by the police and any other services directly employed by the State
for national security in the performance of their official duties; or
(5) for the use of telecommunication systems or equipment on board any warship
or aircraft in the service of Kiribati; or
(6) for the provision of value added service where the person providing the service
is licensed with the Authority.
