commencement is employed by the Mauritius Telecommunications Authority, the opportunity to be transferred to the Authority from such date and on such terms and conditions, including accrued pension rights in accordance with the Statutory Bodies Pension Funds Act, being terms and conditions not less favourable than those of his current employment as at the date of his transfer, as may be specified in the offer. (4) An officer who fails to accept in writing an offer made to him by the Authority under subsection (3) within 4 weeks after such offer has been made to him, shall be deemed to have refused such offer and the officer shall be deemed to have retired from the Authority. PART VI - LICENSING AND OTHER PROVISIONS 24. Licensing (1) No person shall operate an information and communication network or service including telecommunication network or service unless he holds a licence from the Authority. (2) Any person who wishes to obtain, transfer, renew, or vary the terms of, a licence for the operation of an information and communication network or service including a telecommunication network or service specified in the First Schedule shall make a written application to the Authority in the prescribed form. (3) Upon receipt of an application referred to in subsection (2), the Authority (a) shall, in the case of such licences as may be prescribed, forthwith give public notice of the application in 2 daily newspapers and invite any interested person who wishes to object to the application to do so in writing within 14 days; (b) may (i) require the applicant to furnish any additional information that it considers relevant; (ii) inspect any installation, apparatus or premises relating to the application. (4) The Authority shall, after hearing any objection that may be made pursuant to subsection (3) (a), determine whether to issue, transfer, renew, or vary the terms of, a licence. (5) The Authority shall, in the exercise of its powers under subsection (4), have regard in particular to (a) the public interest and any likelihood of unfair practice; (b) any element of national security;
