13. Simultaneous defensive capability is required in all operational arenas
during Routine, Emergency and War (REW), in all situations and in all
dimensions (land, air, sea and cyber). The IDF's goal is first and foremost to
protect the State of Israel's territorial integrity and sovereignty.
14. Priorities for dealing with border threats:
