INTRODUCTION
Public–private
partnership
in
na3onal
cybersecurity
is
complex
with
governments
having
mul3ple
and
compe3ng
rela3onships
with
the
ICT
sector
e.g.
Internet
Service
Providers
(ISPs),
emerging
ICT
giants
like
Google
and
Facebook,
the
private
cyber-‐security
industry,
and
law
enforcement
agencies.
For
example
the
South
African
government
is
s3ll
a
shareholder
in
Telkom
(landline
infrastructure)
and
Vodacom
(Mobile
operator)
There
is
therefore
a
danger
of
trying
to
approach
public–private
partnerships
with
a
single
strategy
thereby
ignoring
this
complexity.
