Position the Communications Authority of Zambia to regulate the ICT sector with clear specifications of responsibilities and powers, taking into account the relevance and functions of other existing regulatory agencies (where applicable) in sub- sectors including telecommunications, Information Technology, Broadcasting and Postal services to ensure a smooth transition to full convergence. However, care shall be taken to ensure minimal industry disruption and policy conflicts; Restructure and transform the Centralised Computer Services Department into a Centre of Excellence for E-Government implementation with appropriate institutional powers and linkages within the public sector; Mobilise and encourage Cooperating Partners to mainstream ICTs in all country programmes and projects as part of the crusade to accelerate the development and creation of an information society; 7.3 PARLIAMENT The liberalisation of the telecommunications, postal and broadcasting sectors worldwide has opened new requirements for transparent and effective legal and regulatory instruments to govern the sub- sectors. Therefore, the role of Parliament in the effective implementation of this policy shall include among others: a) b) c) d) e) Enacting appropriate and effective legislations that will create a flexible, dynamic and responsive legal and regulatory system in the sector to support the development of an information society; Creation of legal framework to support the establishment of policy, coordinating and implementation institutions and the amendment of relevant legislative provisions to facilitate the creation of a dynamic regulatory agency with the capacity to respond to technological advances as well as changes in the global communications industry ; Facilitate the allocation and approval of financial resources for mplementation of the ICT Policy in the public sector; Monitor the effective utilisation of financial resources allocated to public sector institutions for the implementation of the ICT Policy; Ensuring that good governance principles are applied and adhered to in the implementation of the National ICT Policy by public sector institutions. 57

Improving public sector management as well as efficient and effective delivery of public goods and services through the implementation of E-Government systems;
Promoting Zambia’s full and effective participation in national, regional and global trade through E-Commerce services and facilities;
Improving productivity as well as competitiveness of the agricultural sector through the use of ICTs in the planning, implementation, monitoring and the information delivery process;
Improving access to quality healthcare as close to the family as possible through the deployment and exploitation of ICTs and other modern technologies;
Integrating ICTs into the development of the tourism industry and facilitating conservation of Zambia’s natural resources and heritage as well as protecting the environment;
Using ICTs as an instrument to bring issues relating to youth and women into all aspects of the economy and society, as well as empowering youths and women through opportunities created by the implementation of ICT projects and programmes in the country;
Developing appropriate institutional, legal and regulatory system in order to support the development of a competitive local ICT sector based on convergence principles, which will be supported by fair, predictable, and transparent legal and regulatory frameworks; and
Safeguarding national, institutional and individual security concerns to support the development, deployment and effective use of ICTs within the Zambian economy and society at large.
