For the purpose of subsection (3)(a), the following must be treated as a deci‐
sion by an agency to refuse a request under IPP 6:
(a)
a failure to comply with the time limits in Part 4 for responding to the
request:

undue delay in making information available after granting the request.
For the purpose of subsection (3)(b), the following must be treated as a deci‐
sion by an agency to refuse a request under IPP 7:
(a)
a failure to comply with the time limits in Part 4 for responding to the
request:
(b)
undue delay in correcting information after granting the request:
(c)
undue delay in attaching a statement of correction after granting the
request.

Subpart 1—Complaints

Complaints
(1)
A complaint may be made under this Part alleging that an action of an agency
is, or appears to be, an interference with the privacy of an individual.
(2)
A complaint may be made together with 1 or more other complaints.

Who may make complaint
(1)
Any person may make a complaint.
(2)
A complaint may be made on behalf of 1 or more aggrieved individuals.

Form of complaint
(1)
A complaint must be made to the Commissioner and may be made orally or in
writing.
(2)
A complaint made orally must be put in writing as soon as practicable.
(3)
If a person wishing to make a complaint to the Commissioner requires assist‐
ance to put the complaint in writing, the Commissioner must give that person
any assistance that is reasonably necessary in the circumstances.

Procedure on receipt of complaint
(1)
As soon as practicable after receiving a complaint, the Commissioner must
consider the complaint and—
