The Ministry of Communication and Information Technology of the Islamic
Republic of Afghanistan has informed of the following in reference to operative
paragraph three of the Resolution 71/28 entitled, “Development in the field of
information and telecommunication in the context of international security”:
Achievements:
1. The Ministry of Communication and Information Technology of the Islamic
Republic of Afghanistan, to promote international security of IT and the
authenticity of electronic transactions, has established the PKI device. The
Ministry has also created the NOC System and intends to connect this
system with the system of the member states for identification and
verification purposes of the ongoing statistics and data flow on the internet.
2. The Ministry has drafted cybercrime laws and has sent to the Ministry of
Justice for consideration. For fundamental solutions, in light of these laws,
more secure electronic deals can be made and cybercrimes can be prevented.
3. The Ministry has created a National Cyber Strategy, and for exchange of
secure information and to establish an information technology security
framework for NIXA project will be implemented by the Ministry. And in
order to address and identify also the cybercrime project will be utilized.
Proposals:
1. The Ministry of Communication and Information Technology of the Islamic
Republic of Afghanistan requests the developed countries that have cyber
police, to assist and cooperate with the Ministry in the establishment of the
cyber police.
2. To address cybercrimes and to fight seriously against this phenomenon a
coherent system (conducive for criminal information) be established at the
international level.
3. One of the important solutions for the security of internet is to establish
internet governance. Through the internet governance, basis can be
provided for the exchange of confidential information and data between all
departments and offices of the government for the implementation of the
