Threats are major factors which contribute to the preparation of a national defence system design, both actual and potential. It is based on a strategic analysis and identification of the nature of the very dynamic threats; thus it allows various threats to combine. Hence, the current and future threats can be classified into three types: hybrid threats, military threats (armed and unarmed) and non-military threats. The sources of threats may or may not be from Indonesia and re executed by state and non-state actors, national, regional, and international. As for the impact of covering all aspects of social conditions consisted of ideological, political, economic, social, cultural, defence and security. Within five years, according to the priority, then these threats are categorized as factual and nonfactual threat. 23
